Steps to reproduce:
So the first time I opened the browser console, it had a title bar.
I then maximised the browser console window and browser window to fullscreen mode in macos.
I then pressed Cmd+Q to quit Firefox.
Actual results:

Expected results:
Browser console with titlebar and without glitches.

Brian, I got several report of that, and experienced it myself at some point. Everytime it feels like a new profile make the issue go away, so would you be aware of any pref that may cause this issue?

Refreshing Firefox in about:support brings back the titlebar on Browser Console.
If I repeat the steps mentioned above, it happens again.

I haven't seen it myself, but I'll forward to Brendan to see if he has an idea. Nicolas, have you been able to find a reliable STR we can use to test?

I think this may be fixed by bug 1590044. Could you try Firefox 71?
