My apearnce settings as set to the new mode
(the two arrows, at the bottom on the scroll bar)
Mail, (and also composer) show the arrows with the old mode
the up arrow at the top of the scroll bar,
the down arrow at the bottom


Reproducible: Always
Steps to Reproduce:
1.Set the appearance setting to the new mode
  (Last tab in the control panel)
  I don't say the names bacause all is in french on my mac
  it is some thing like: set the arrows at the bottom right
  of ... etc..
  
2. Open a mail with many lines to see the scroll bars
3.

Actual Results:  Up Arrow at the top
Bottom arraow at the bottom

Expected Results:  Up and bottom arrow at the bottom

I have set the component to mail, but i found the same probleme in the composer
It will be a good thing to modify the menu of the bug form to accept more than
one component. Submiting two bugs is ridiculous

Note also that in javascript console, the scroll bar can have only one arrow.
I think that it is another bug. But reducing the window show the arrows at the
good place. 

I have not tested with all window that mozilla can open
It is OK in Browser, Bookmark Manager, Download manager, General Prefs, Mail
Prefes and some others, but not all
It is wrong in a mail window and a Composer window
