Brief Description of the request (required):

The UI for language pack users falls back to english between browser updates and lang pack updates (https://bugzilla.mozilla.org/show_bug.cgi?id=1566084) . This means the browser UI will change back to the build’s default language (e.g. English) and the accept-language header will change as well (e.g. requesting en-US content).

https://sql.telemetry.mozilla.org/queries/61131/source#157697 demonstrates that langpack users reset their language settings after a Firefox update as a result of the bug and we wonder about the many users who likely just churn as a result.

In order to prioritize fixing bug 1566084 we want to quantify the MAU cost of this bug through measuring
