Looks like bug 1595569 only partially fixed the issue, as Linked resources are showing up, but the UI remains empty when you look for “Not linked” resources.

Confirmed, also using ** instead of * doesn't work.

So, the culprit is https://github.com/mozilla/pontoon/blob/46b4ab939a84feb4b69b8fb0d6c6a56976d40304/pontoon/tags/utils/resources.py#L73.
I don't know if just putting ** is the fix, or just asking for the next bug to happen by a magic search
