Deployments no longer trigger further GitHub Workflows. This is critical
behavior for the Pull Request preview solution; without it, the GitHub
UI presents a misleading state (claiming the Deployments are "pending,"
when in reality, they will never complete).Remove the Workflow file in order to disable the automation until the
original behavior is restored or the current behavior is confirmed to be

@jgraham @gsnedders Sorry for the churn from this work. Some of the issues we corrected today were due to errors I introduced after the original trial of this patch, but it seems like others may have been caused to changes in the behavior of the Actions system.
