Some tests have existing annotations but for the specific distro and version of Linux (eg. os_version == "16.04"
or version == "Ubuntu 16.04"
.
These can likely be updated to include Ubuntu 18.04
since we have no expectation of it passing. Expanding the failure annotation to include Ubuntu 18.04 therefore should be a lateral move.

If you do a try push with all platforms + ubuntu 18.04 we can do this automatically. But we should also add it to the sync try configuration before it's on central or that may remove anything 18.04 specific.
