1599734 - Give sheriffs the ability to trigger hg-push/* hooks

After bug 1599720, Sheriffs needed to trigger hooks like [1]. These hooks are in charge of scheduling a decision task, whenever a pulse message is lost. In the meantime, I took care of triggering these hooks myself, so we're now back on track. Let's give them the rights.
