Steps to reproduce:
1) Open a browser window.
a) The navigation toolbar has a whitish line under it.
b) The personal toolbar has a dark line under it.
c) The lines that are supposed to appear in the middle of a scrollbar repeat
from the middle to the bottom.
2) Load data:text/html,<body
background=http://mozilla.org/images/mozilla-16.png> in a browser window. Place
a notepad window over part of the window and Alt+Tab. The parts of the page
that were under the notepad window are now smeared.
Windows 2000, build 072908. Both tests work fine with build 0724 on the same
computer.

rkaa found bug 148598, "very slow scrolling". After dcone checked in, walk84
reported the same problem that I reported here and then dcone backed out his patch.
