+++ This bug was initially created as a clone of Bug #1457468 +++

I attempted to land D54833 to version-control-tools via Lando and can now see: "You have insufficient permissions to land. scm_versioncontrol is required." I will need this permission as I work on hg.mozilla.org.

Mitch will need this permission to work on version-control-tools. I can vouch for his access.
