In the Download Manager window you can resize, hide/show, and re-order the
columns. However, while the size and visibility of the columns is persisted when
you close and re-open the Download Manager window, the order of the columns is
re-set to the order in the XUL source (i.e. the original order).

Reproducible: Always
Steps to Reproduce:
1. Open Download Manager.
2. Drag one column into a different position.
3. Close and re-open Download Manager window.

Actual Results:  Columns are back to their original order.

Expected Results:  Columns are in the new order (the order when you closed the
window).
