Build: 2002072908, Mac OS 9.2.2
To reproduce:
1. Go to <javascript:alert("The throbber shouldn't be moving.")
2. While the alert is still up, look at the throbber.
What should happen:
* The throbber shouldn't be moving.
What actually happens:
* It is.

Because the browser isn't trying to load anything.
(Yes, I know 4.x did it. It was wrong then too.)

This bug is targeted at a Mac classic platform/OS, which is no longer supported
by mozilla.org. Please re-target it to another platform/OS if this bug applies
there as well or resolve this bug.
I will resolve this bug as WONTFIX in four weeks if no action has been taken.
