E-mails sent as notification do not containg information about encoding.

Problem
=======
This might be problem in some mail readers, when it must guess encoding and 
fails.

Proposed solution
=================
Allow to set encoding for e-mails (independently from encoding for HTML pages, 
see bug 160096).
There are more possible ways
* one e-mail encoding shared by all users.
* each user has it§s own preffered encoding
* All use one fixed encoding like UTF-8 or UTF-16
