+++ This bug was initially created as a clone of Bug #1598563 +++
Bug 1598563 is blocked-ux as Verdi, mconnor, and the UX team re-evaluate the relative importance of each toolbar item.
In the meantime, we should just increase the Urlbar min-width and modify flex values to make the Urlbar more useful at small window widths. One goal of this patch is to preserve the search bar in the toolbar at a window width of 683px when the user has four toolbar items to the left of the Urlbar (the default number). This is to accommodate users who vertically tile their windows on a 1366px-wide display.
