View > Zoom submenu items should be moved to top level View menu items (like other browsers)

Noticed while switching between different browsers on my Mac.
It'd be nice if the Zoom submenu items were to be promoted to top level menu items like in Chromium and Safari.
Currently, the menu looks like:
View
Zoom
Zoom In
Zoom Out
--------
Reset
--------
Zoom Text Only
On Safari, it looks like:
View
Actual Size
Zoom In
Zoom Out
It'd be nice if Firefox did:
View
Actual Size
Zoom In
Zoom Out
Zoom Text Only
With horizontal rules above and below these items, like in Safari. I see no real reason that these menu items need to be buried under a submenu, as the menu is not that large to begin with, and is also inconsistent with other apps.
I also opened a bug to rename "Reset" to "Actual Size" as above in bug 1601404.
Attached is a screenshot of Safari's View menu.

Eric, I saw that you had done some work in bug 1588895 around the Zoom UI/UX - could you review this request?
