Steps to reproduce:

1. Try to download a file that fails (this one will do: http://www.capstone.cse.msu.edu/2019-08/projects/mozilla/project-video.mp4)

Actual results:

The "Download Error" sheet pops up (see screenshot attached), and cannot be dismissed (since the sheet takes over control of the window, it also cannot be closed or interacted with)

Expected results:

The "Download Error" sheet pops up, and I can dismiss it to go about my work

I tried to replicate the issue using MacOS 10.14 and the latest Firefox nightly release 73
but the provided video link stays at loading screen forever. It does not give me any error.

I also tried on safari and the video stays loading also.

Please download the latest Firefox Nightly release from here: https://nightly.mozilla.org/ and retest the problem.
