Sometimes the 'next' and 'get msgs' buttons are greyed out when they shouldn't be.

Reproducible: Always
Steps to Reproduce
------------------
'next' button

1.click on the 'server part of an email server in the left hand pane
2.click on a folder in that 'server'
3.

'get msgs' button

1.click on a newsgroup server in the left hand panel - note the 'get msgs' greys out
2.if necessary, click on the triangle next to a mail server to show the folders
on that server
3.click on a mail folder

Actual Results
--------------
'Next' button

button is greyed out, so you have to select a message before being allowed to
read the next message (which means you sometimes have to mark it unread again
since you didn't actually want to read that one), or scroll down and select the
message itself.

'get msgs' button
button is greyed out at a point when you would like to press it

Expected Results
----------------
'next' button
Should allow you to press the button, and should display the next message when
you press it.

'get msgs' button
should allow you to press the button, and should get new messages when it is pressed

Note that if you then select a different folder and then reselect the original
folder again, the 'next' button is not greyed out, which is the behaviour I am
asking for (and a w/a).

'get msgs' button
note that if you select the mail server between selecting the news server and a
message folder, then it works fine. This is the correct behaviour (and a w/a).

I really think this is an all-os/all-platform issue, but I'll let other people
discern that.

I think we have an older all-encompassing bug for more than one button, but see
bug 112568, bug 113874, bug 111102, bug 146223 and probably more.

112568 : nope - looks different to this one
113874 : deals with only 'get msgs' as does this bug,
         but doesn't deal with 'next' button
111102 : only deals with 'get msgs', not 'next'
146223 : mainly about the 'delete' button, but does mention 'next' too

I feel that all these bugs (apart from the first one( are so similar that they
should be the same bug.

But, in any case, they do cover this one, so feel free to dup it (or do I have
to do that)?

I think my search failed to find any of those bugs because I was more interested
in the 'next' button, and none of them mention it in the summary. Would someone
mind adding it to the summary for '146223'?
