Especially on a new tab, when the url bar is focused, a faster blinking cursor might make Firefox feel faster.

The cursor (caret) blink rate is set in the operating system. I don't see what not respecting that setting would accomplish other than causing a problem for users with disabilities. Maybe you're not on Windows and this is an OS-specific problem, e.g. bug 1583522.

Also worth mentioning that the ui.caretBlinkTime preference can be manually created in about:config as an integer, with a value in milliseconds.
