Steps to reproduce:
Set from the about:config app.update.auto and app.update.enabled to false.
Actual results:
Dialog "Unable to update" appears in every single day. The dialog says "A recommended security and stability update is available, but you do not have tehe system permissions required to install it. Please contact your system administrator, or try again from an account that has permissions to install software on this computer."
Expected results:
In my system, all software update related tasks are dedicated to root account. The process what is run on normal user level will never have permission to modify system. So this dialog is not needed at all, and therefore auto-update related settings are set to false.
And when those settings are false, it is rather irritating that this dialog appears in every day.
This behavior started few months ago, after an update (unfortunately I cannot say what was the latest working version)
I expect that if "app.update.auto" and "app.update.enabled" are false, the software does not try to update.
I will never run Thunderbird or any other "graphical" program with root account.
Exact version of my Thunderbird on 68.2.2 (64 bit), I run it on Linux.

Like Firefox, Thunderbird update is now controlled by new mechanisms - policy. See https://support.mozilla.org/en-US/kb/managing-firefox-updates
Per bug 1461330 comment 18 "And the author of https://addons.mozilla.org/firefox/addon/enterprise-policy-generator/ announced that he will support TB with one of the next versions."
