Thanks for making this report. Have you tried downloading and installing a new copy from https://www.mozilla.org/firefox/new/? That might help. In case it doesn't though, I'll ask a few more questions. Mostly the aim of these is to try to get enough information to replicate the problem myself.
In the Windows default apps settings, is Firefox listed as the default browser? Is there more than one copy of Firefox listed there as options?
What are a few examples of what you're doing to try to open a link?
Does anything change based on whether Firefox is already open or not?
Thanks again.

There is only one copy of Firefox listed as the default browser.
No, Firefox does not respond if not open.
This is a release version running on Windows 10 in production. I will not be able to reload Firefox at this time.

Sorry for not getting to this for so long; the truth is I'm not really sure what to tell you.
Reinstalling is kind of my only idea about how to fix this. Is the reason why that's not an option because the machine you're on is managed and you don't have permissions? If so, that would be interesting information in itself.
Also, I'll ask again, what are some examples of how you're trying to open links? Is there one particular external program you're trying to use, or several?
