Currently, normandy's stage environment is used for at least two distinct purposes:

  1. QA of normandy server before a new version is deployed to prod
  2. QA of recipes for experiments under development

Things can be broken for the first, and that's okay. Things cannot be broken for the second. We should split these out into two environments. The environment for QAing experiments should always match the prod environment's normandy server version.

I am not sure doing this for Normandy is sufficient. Solving this problem likely requires creating a new Remote Setting environment as well. The new Normandy environment would then use that new Remote Settings environment.

Also, I don't think we've broken Normandy staging in the 8 months since this issue was opened. Pace of Normandy development has slowed, and its importance decreases in the future with Nimbus.

Given all of that, I'm going to WONTFIX this for now.
