about:home and about:newtab have different zoom levels even when both are configured for home and new tabs, respectively

I have my new tab page zoomed to 120% by default but when I first open Firefox the first new tab page shows at normal size. Opening a new one shows the correct zoom level.

Just to make sure, if you cmd-I page info, does it show about:home or about:newtab? The first "new tab" of a window is likely to be about:home, which could have a different zoom level. I suppose arguably new windows could open about:newtab instead -- or we set the home page to about:newtab instead of about:home.

Ah you're right, that is what is causing this issue. To me though I see no material difference between the first new tab I see when opening Firefox and subsequent new tabs so I'm of the opinion that they should behave the same. Is there actually any difference at this point?

There were discussions previously to treat them differently as I believe stories had much higher click through rates on about:home vs about:newtab. Currently, I think the only difference is not user facing -- various telemetry for the page and search.
