Steps to reproduce:
Opened a second Firefox window
Actual results:
Menu bar does not render, although it is functioning. Items in menu bar do not fill in.
Expected results:
Menu should have rendered correctly

I tried to replicate the issue using MacOS 10.15 and the latest Firefox nightly release 73.0a1
but following the steps everything works fine on my machine.
Please download the latest Firefox Nightly release from here: https://nightly.mozilla.org/ and retest the problem.
If you still have the issue please create a new profile, you have the steps here:https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles?redirectlocale=en-US&redirectslug=Managing-profiles#w_starting-the-profile-manager

Are you using a localized build, i.e. Firefox in a language other than English?
I had the same issue after updating to 71, however after finding this bug I installed firefox nightly and firefox beta... the issue did not present in either of those. After testing I reopened 71 and the issue was gone there as well. Very strange.
Also I forgot to mention I am using US English on Catalina. The menus were all there they just had no text. I had opened and reopened it repeatedly and the problem was there each time. Now after installing and testing with nightly and beta the issue does not seem to be reproducible.

I have the same issue, and I think I have reliable replication steps! On macOS Catalina 10.15.2 running Firefox 72.0.2.
REPLICATION STEPS:
- Set Firefox to be your default browser on macOS.
- In an external application, such as the native Notes app on Mac, create a hyperlink to any website.
- If Firefox is running, fully close it. In other words, no Firefox process should be running on your computer at this time.
- With no Firefox process running, click the hyperlink you made in your external application.
When I did the above, Firefox opened, and two windows popped up. One window had a tab open to the hyperlinked page, but with the menu bar bug present, while the other window had the "New Tab" page open with the proper macOS menu bar.
This is my first time using Bugzilla for Firefox, so please let me know if you need any additional information, and I would be happy to provide it. I'm going to try to attach my own screenshots to this ticket.

The bug may be replicated by following a hyperlink in an external application, in this case the native Notes app on macOS, with Firefox fully closed (i.e. no Firefox processes running).

Also, for what it's worth, I disabled all my add-ons and retried the replication steps above. Same issue.

Michaelzeng7, yes, you've got the steps right, and I adjusted the title of the bug report to match.
Recap:
- Using Catalina
- Firefox is default browser
- Firefox is not running
- Click on a link in a program, like, say, an email
- Two windows will open:
a. A blank window (which will show the menu bar), and
b. The window showing the requested content. This window will not show the menu bar.
