User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:68.0) Gecko/20100101 Firefox/68.0
Steps to reproduce:
Changing View->Layout options does nothing.
Actual results:
The message panel is missing. The only way to read a message is to double click and open in new window. Tried safe-mode but same issue.
Expected results:
The message panel should display at the bottom or to the right depending on the View->Layout option. None of these options change anything. There is no message panel anywhere.

When you were in View > Layout does Message Pane have a check mark enabling it, or does pressing the F8 function key enable the message pane?
