Well since it works in safe-mode... That's what safe-mode does: disables add-ons.

Hmm, safe-mode not only disables add-ons, it also disables userChrome.css and resets preferences. Maybe you have some graphic preferences modified. Since we don't speak Russian: What exactly doesn't work correctly?

I disable addons temporarely when I need to change something, and after that I reopen Thunderbird – enough for my needs.

Well, since you don't use add-ons, it seems a little unusual to disable add-ons to get the system to behave properly. But as I said, the function that disables add-ons does other changes behind the scenes, like restart with a different set of preferences. We could help you track the problem down further since your modus operandi doesn't seem very convenient. But you'd have to provide more information since I can't even see what exactly isn't working.
I could also suggest to create a new profile (Help > Troubleshooting Information, about:profiles, Create a New Profile) if you don't mind setting up your accounts again and transferring data from the existing to the new profile.
For the moment I'll close this bug again since there doesn't appear to be any software fault, but feel free to report more findings here.
