It would be convenient for MozPhab users to be able to modify the configuration from command line. We are thinking about implementing a --config option in a Mercurial style.

moz-phab --config arcconfig.phabricator-url=phabricator-dev.allizom.org would override the project's phabricator-url setting and use the dev site.
