We have some experiments that, for one reason or another, cannot be controlled from the app side. One such experiment is running WebRender on Pixel2 and 3.

These experiments are really helpful to us and we want them to run in Fenix. However, they could cause surprising and hard-to-debug bugs for embedding apps, especially for non-mozilla ones.

For this reason, we should provide a way for apps to opt out in experiments. Similarly, this would provide a way for Fenix or other browsers to offer an experiment opt-out for those users that want it or need it.
