After removing Lightning Addon in TB 68.3.0 it is not possible to reinstall

Steps to reproduce:

I removed Lightning 68.3.0 from the Addon list in Thunderbird 68.3.0

Actual results:

after the the Lightning Addon was removed it was not possible to reinstall it.
Version 68.3.0 is not available on the addon homepage https://addons.thunderbird.net/en-US/thunderbird/addon/lightning/versions/
so manual reinstall was not possible.
Also reinstalling Thunderbird 68.3.0 did not solve the issue. The Thunderbird 68.3.0 installer did not install Lightning again.
I ended up installing the older Version 68.2.1 manually to work around that issue.

Expected results:

Version 68.3.0 should be available for download on the addon homepage.
A new installation of Thunderbird 68.3.0 should also install Lightning addon again.

Lightning 68.3.0 has been uploaded to the add-ons webpage but is awaiting approval.
