I installed (with difficulty) the UK English Language pack langengb.xpi

I now get the text 
  <menuitem id="menu_close" label="&closeCmd.label;" key="key_close ...

at the bottom of each window. There is also no Close or Quit option in
the File menu.

you use the wrong language pack
you probably use the mozilla language pack for your netscape.

Resolution: --- → INVALID
When Language/Content pack version are unmatched with build version, this error
occurred.
As #1 says, reporter installed unmatched version of Language/Content pack.
Please reopen when reoccur.
