Spun-off from bug 1588622, which isn't immediately necessary for Gutenberg, and also would need Emulation.setDeviceMetricsOverride (bug 1544417) implemented first for proper testing.

This is mainly useful for device where you can pinch zoom in/out like for mobile. As such this would require bug 1608468.

It looks like that this should have been a meta bug. Given that all dependencies are closed now I'm going to close this bug as well.
