Thunderbird 60.9.1 64-bit. When I do Help -> About Mozilla Thunderbird I am prompted to update to 68.3.0. If I click the button to upgrade I instantly receive "Update failed." Clicking the manual link "Download the latest version" does nothing.

Hmm, 60.9.1 64-bit. Where did you get that? We didn't officially support 64 bit until 68.

I actually installed https://download.mozilla.org/?product=thunderbird-60.8.0-SSL&os=win64&lang=en-US and it automatically upgraded later on.

Maybe this bug should block Bug 634233 and Bug 1556748 , since having those fixed would probably fix this bug also.
