Steps to reproduce:
I started up Firefox, went to a City GIS map page that I usually go to.

Actual results:
when I went to use my wheel scroll for zooming in/out (normal feature for dynamic/interactive maps) it doesn't work. I then tried the map page in other browsers (Chrome, Edge, Internet Explorer) and the wheel scroll zoom in/out works. I've also tried it on multiple other computers--Firefox still had issues. Same when I tried using a different mouse.
Expected results:
Normally, Firefox allows me to use the wheel scroll on my mouse for seamless zoom in/out. But for some reason, it's not working today.

Setting dom.w3c_pointer_events.enabled = false fixes the issue.

I cannot reproduce the symptom with Firefox 71 on Window 7 and Ubuntu.
Could you tell us the platform you are testing?

I should have commented sooner, the ESRI AGOL-hosted map page is now fully functional with wheel zoom in/out working just fine.
I will update the bug status to 'resolved' thank you all who took the time to comment/help.
