Details
In an inconsistent manner, CSS files won't help render HTML pages, or image files do not display. All CSS and image files are local to web page, served by the same domain (which operates on two Apache servers). Restarting browser and/or OS can fix it, but not always.

Are you using Mozilla with the same profile that Netscape 6.x? This leads to a lot of problems and there are bugs about them.
What browser version? WFM Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.1b) Gecko/20020727
