User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:72.0) Gecko/20100101 Firefox/72.0

Steps to reproduce:

Create new profile, enable bookmark-toolbar, then right-click next to URL bar and click "customize".
Now drag a "flexible empty space" to the right side of bookmark toolbar.

Actual results:

"flexible empty space" vanishes from customization-window.

Expected results:

"flexible empty space" should stay in customization-window to place as many as user wants.
