With most applications, including the browser part of Mozilla, double clicking the title bar causes a window to maximize. Double clicking again causes it to restore. Since Cookie Manager is resizable, shouldn't it also follow this behavior? Shouldn't it also have a minimize and maximize/restore buttons?
no, cookie manager is a modal dialog

oops, not a modal dialog, but a dialog nevertheless (e.g. Open File is a dialog and is resizable, but has no maximize/minimize buttons)
