See the attached testcase, it seems that text-combine-upright is not supported currently for ::marker pseudo-element.

It works if you use ::marker { content: "1."; }, but then I guess if you try to make it general with content: counter(list-item) "."; you hit the other pseudo-element bug you reported? :)
