If we can track the completion page, we should not prompt again. otherwise we should probably show it a max of 3x or something.
I talked with jgaunt about how the add-on can detect when the user completes the survey. One way is if the survey loads a new page/URL on completion. The add-on could keep a tabs listener and listen for the URL. jgaunt is looking into whether that's possible. Another way is for the add-on to use a content script on the survey page and listen for a thank-you message or button click or something.
