-Windows10 64bit
-Ubuntu 18.04 64bit

-release 71
If i allow and block notification on sites, and after that in settings i block new requests.
Doing a refresh of that previous website causes a double notification icon
steps to reproduce
-Launch firefox
-On Tab1 : load zdnet.com and allow notifications
-on Tab2 : Load www.weibo.com/overseas and block notifications
-open hamburger menu, options, privacy security, notifications
-Click Block new requests asking to allow notifications
-SAVE changes
-Go to Tab2 and Refresh
Actual result:
There is a double notification icon after refreshing the tab
Expected result:
Only one icon should be visible.
NOTES: it could be a dupe of Bug 1598500, but since this bug requires a change in settings and to reload a previus tab it might be different.

It looks like the duplicate notification icon comes from the post prompt (icon added in Bug 1508961). I don't think this is a dupe. We shouldn't show the post prompt when a website already has notifications blocked.
