Steps to reproduce:

1. Open site#1(zdnet.com) and allow notifications
2. Open site#2(weibo.com/overseas) and block notifications
3. On settings selected "Block new requests asking to allow notifications" and save changes
4. Open a 3rd tab with site#3(reddit.com)

Expected results:

Notification icon is still shown

Actual Results:
Notification icon is not showing up.

Note: We opened this bug since if you skip step 1 and 2 and do step 3, when you arrive to step 4, you can see the notification icon. This difference in behaviour doesn't seem expected.
