Synced Tabs Do Not Appear

Steps to reproduce:
I had several tabs open on the desktop computer at work. Before closing Firefox I made sure I went to Tools>Sync Now. I also have my Firefox set-up to open and restore tabs from previous session. When I opened Firefox back up [same computer] the tabs did not restore and when I went to History>Synced Tabs the tabs are not listed.
Expected results:
When selecting Synced Tabs I expected to see the tabs that I had been using before I closed Firefox.

Hello PatL - Thank you for taking the time to create a bug report. Reading through your issue, I realized I need a little more clarification to understand if your issue is with restoring tabs or syncing the tabs. Are you closing out the tabs after you sync and before you close firefox? Can you walk me through your exact steps, please?
