Steps to reproduce:

I have a list of urls needs to be opened using javascript in the console/scratchpad, but not all the urls in the lists are opened (opened to around 17 windows only). M y function is very similar like below:

function openUrls(){

urls=[...some urls...] //list of more than 17 elements
  for (var i = 0; i < urls.length; i++) {
  window.open(urls[i]) 
}
}

Actual results:

Not all urls are opened if the list is more than 17 elements

Expected results:

All the urls in the list should be opened in new window

Try setting dom.popup_maximum to -1 in about:config.
