0. Make sure new massage is HTML format

1. Open compose window Ctrl+N

This fixes the issue for me. I haven't seen this on Linux and Mac. This patch reduces the padding for 3px like bug 1468080 has increased the margin on the .menulist-label to make the spacing as before the change.

Unfortunately Jörg doesn't accept reviews and I don't know a other Windows reviewer.

Compensate the margin change (+3px) from bug 1468080 with reducing the left-/right padding. r=mkmelin
