1606806 - Make Fennec's uitelemetry user documentation available

Following the changes from bug 1603270
we need to also have uitelemetry user documentation available at https://firefox-source-docs.mozilla.org/mobile/android/
and updated with the changes from that ticket.

This file was removed in bug 1580356 for Fennec's transition to esr68.

Any user documentation updated in the esr68 branch needs to also be migrated to the m-c branch for it to be easily publicly accessible.
