Details

Right now, all Normandy actions are always available. If we support mobile (bug 1607263) some of these actions definitely won't apply (like Heartbeat's current implementation, for example). The available actions needs to vary based on platform. Hopefully we can do this and also avoid littering the code with #ifdefs.
