STR:
- On the new tab, click the meatball menu above the top sites section and add a search engine to your top sites.
- Move that search engine to spot #2 - #8 in the top row.
- Navigate to any website and click into the address bar and you will see the search engine you added to top sites in the #1 position instead of the position you placed it in.
Expected result:
The list of top sites in the address bar dropdown should match the content and order of the first row of top sites on the new tab/home page.

This is exactly bug 1605161 afaict. Harry, apologies if I'm misunderstanding, but I'll go ahead and dupe.
