Steps to reproduce:

Click "Synchronize now" in Firefox
Auto-Sync enabled

Actual results:

Nothing happened
Only after going to Settings > Accounts > Firefox > Sync now does it really sync, clicking "Synchronize now" in Firefox does nothing
Initial sync does not happen either if not synced from settings, so the device doesn't show up nor can I select what to sync

What version of Android are you using?

I tried to reproduce you issue on Release 68.4.1 and Beta 68.5b2 using a OnePlus 6T but was unable to. Could you please specify the device and firmware that you are using. Could you also check that Firefox does not have battery optimization enabled? Battery optimization seems to affect sync options see https://bugzilla.mozilla.org/show_bug.cgi?id=1604114#c2 for further details.
