Steps to reproduce:

1. have an image on your harddrive
2. go to newtab
3. pin any website or create a new pinned website
4. click on edit for the pinned website
5. enter file-url in custom image url field
6. click on preview

Actual results:

Error is shown: Valid URL required

Expected results:

the top site now uses the file as a custom image

I'm still seeing this misbehavior (and similar bug 1580432) in Firefox 114.0.1 (64-bit) snap on Xubuntu 23.04.
