Reload a bookmark page withoutcharset meta-tag cause display garbled

Build: 08-02 branch build on all platforms
Steps:
1. Create a new profile, launch browser.
2. Keep auto-detect OFF, load a page without charset meta-tag, e.g.:
http://shopping.yahoo.co.jp
http://www.geocities.co.jp
http://www.f10.com.cn
3. The page is marked as iso-8859-1 and displayed garbled - correct behavior here.
4. Select the correct charset for page, e.g. euc-jp or gb2312.
5. The page is display properly.
6. Bookmark this page by drag/drop the page into personal toolbar.
7. Click on this bookmark in tool bar.
- the page is display properly here.
8. Reload this page by click the bookmark, reload or shift-reload.
- The page is marked as UTF-8 and displayed garbled.
9. Reload page again, again...
- Will repeat result in step 7 and 8, the page will switch between corect
charset and UTF-8.
Clear Cache will get the same result.

cannot reproduce this problem. Can you try it again?

Yes, I still can reproduce it on 01-16 trunk build by click the bookmark in toolbar.

We now run chardetng every time for these and intentionally don't remember the menu choices across time.
