I don't see any particular jank (on Fedora 31).
Scrolling stops when something new is being loaded, one can see a small throbber at the end of the page.
And that behavior is the same on other browsers too.

Asif, do you see very different behavior on other browsers? And how is the network connection, since that could affect here a lot.

If you don't see anything interesting, I am happy to close this issue. I suspect that taking the screenshots as part of the profile may have contributed to the massive slowdown I saw.

I am on Gigabit internet on wireless AC fwiw, so the network connection shouldn't be a factor here.

Yes, performance is better when the profiler isn't running, especially when screenshots aren't being taken.
