1608123 - Add xmldocument sync and load prefs for policy on 68 ESR

In bug 1569102, we reenabled xml document load and sync for ESR only and put the function behind a pref.

For ESR 68 only , we should make those prefs available via policy.

To be clear, we defaulted them to true, which means some apps that want to be correct (not have them) need them off.

Requesting this for next ESR as well as if we do a dot release.

This will not land on trunk at all. Pref is already gone there.

Gives enterprises more ability to control the XMLDocument load/sync prefs via policy. Approved for 68.5esr.
