OK, I should have had a closer look. Sorry :(
The 'problem' is that Mozilla 'ignores' the default SMTP setting if another SMTP
server is set to a particular POP account (as noted above, see account
settings/ACCOUNT/advanced). So this is not a bug but still a weird behaviour:
It seems to be the case that Mozilla creates an SMTP server entry for each POP
account based on the first SMTP setting made. The POP account has then a
specific SMTP setting to this very SMTP server entry. If this SMTP entry is
changed, then the POP account which created it automatically uses the changed
setting. If the SMTP server entry is deleted, then the POP account which created
it is set to use the default SMTP server.
What is misleading is that you can setup a default SMTP server which is not used
per default. This should be changed. I think it would be better to setup SMTP
and POP servers independently, where the POP server per default uses the default
SMTP setting. Only if I wish to use another SMTP server, I should change it in
the POP Advanced Account Setting...

I have also encountered this problem---trying to change SMTP server from one
domain to a new server in a new domain; I no longer have access to the first
domeain.
Mozilla will not allow me to change SMTP server, on either my Windows 98 laptop
or on my Linux box.
I have confirmed that my mail server is functioning (I can send mail from the
Linux machine to the server via KMail, and also via sendmail on the command
line). I am receiving these test messages as well as normal mail on my IMAP
server and can view the mail in Mozilla's mail reader.
But nothing I have tried allows me to change the SMTP server.
When I try to send mail after changing the server, I get the following error
(both OSs):
Sending of message failed.
An error occurred sending mail: Unable to connect to SMTP server %S. The server
may be down or may be incorrectly configured. Please verify that your Mail/News
account settings are correct and try again.
Note the "%S" instead of server name in the error message. Also, when I change
server settings and click OK in the Account Settings window, the window does not
close, even though the new server name and port settings do take effect. I have
to close with the X box in the window's upper right corner.
I'm using Mozilla 1.1 on both OS's (Red Hat 7.1, Windows 98).

In the "Advanced Outgoing Sever (SMTP) Settings" dialogue box, NO matter which
SMTP server is set default, always the first/top SMTP server in the list is used.
